What is the SAP Process?
The SAP process is a federally mandated program required for any DOT-regulated employee who has violated drug and alcohol testing rules. Completion of this process is essential before returning to any safety-sensitive duties.
Our role is to act as a qualified, neutral evaluator—not as a therapist or advocate, but as a compliance expert who ensures every step of the return-to-duty process is followed in accordance with 49 CFR Part 40 Subpart O.
How We Support You: Step by Step
Initial SAP Evaluation
The process begins with a confidential, one-on-one clinical assessment. We review the circumstances of the violation and evaluate the individual’s substance use history and current situation.Treatment or Education Recommendation
Based on the evaluation, we provide a personalized referral for substance use education or treatment. This recommendation is tailored to the individual’s needs and must be completed before progressing.Monitoring and Support
Although we are not treatment providers, we maintain communication with the education or treatment program (with consent) to ensure compliance and progress.Follow-Up SAP Evaluation
After successful completion of the recommended program, the employee returns for a second evaluation. We determine whether the individual has complied and is ready to return to safety-sensitive duties.Return-to-Duty and Follow-Up Testing Plan
If cleared, we provide a written report to the employer, confirming the employee’s eligibility for a return-to-duty test. We also outline a follow-up testing plan, which is a DOT requirement to maintain compliance moving forward.
